your reply of the 15th November, in which you inform me that the Secretary of State had not make any comment on the views expressed in my letter of the 10th January, 1917,

am directed to suggest that the matter be again brought

before the Secretary of State in the hope that he has now

had sufficient time to formulate anopinion thereon.
