My Lord,
With reference to correspondence ending with
Mr. Severn's despatch No. 65 of the 10th March last, I have
the honour to state that I am not yet in a position to make
a recommendation regarding the filling of the post of
Captain Superintendent of Police,

Mr. Wolfe was acting as Captain Superintend-
ent of Police on my arrival and I have not considered it
desirable to disturb the arrangement but I do not wish to
suggest that he should be appointed to the substantive post until I have had an opportunity of judging of Mr.Wodehouse's capabilities. I may say that if it were not for Mr. Wodehouse's claims, I should have no hesitation in recommending Mr. Wolfe, as the manner in which he discharges
his duties has impressed me most favourably but, seeing
that an officer of the Cadet Service has other avenues
of promotion open to him, while a Police Officer has not, I should prefer Mr. Wodehouse if the efficiency of the two officers were approximately equal.
3.
An opportunity of weighing the merits of
the two candidates will arise shortly as Mr. Wolfe proposes
to go on long leave in March and Mr. Wodehouse will then succeed to the acting appointment.
