Proposal.

Government to pay rent allowance

equivalent to rent actually paid, provided Head of Department or Governor is satisfied that it is

reasonable.

(2) Continuance of existing system, to which

he has no objection.

But in view of complaints this

must go:

we have been awaiting a chance to get rid

of it.

Rates suggested by Commission.

We can accept (1).

B. Acting Appointments.

The Commission recommend that an officer acting for a superior officer when on leave should receive the salary due to an acting officer under the existing regulations from the date of assuming the duties of the acting appointment.

(2) Mr.Severn suggests that an officer should draw minimum salary of the post in which he is

acting.

Sir E.Stubbe accepts (2) but with exception in case of the Colonial Secretary Chief Justice, Puisne Judge and Attorney-General. He also supports (1) in case of long leave.

I would prefer to adopt the Commission's

proposal and leave it at that.

Detailed Proposals.

Cadetships.

In the new Malayan scheme we have a system

of automatic promotion after the end of the

'probationary period

$450 after one year by one increment of $50 and

thence by annual increments of $25 per mensen to $950

(top of Class II) subject to efficiency bars at each

class.

Appointments still remain classified, but

it does not follow now that a Class I appointment is

held by a Class X officer.

Sir E.Stubbs proposes to go further and

run automatic promotion all the way at $4000

$6000 $500 - $15000, abolishing classes and not

substituting efficiency bare except that at $12000

(the unpassed cadet geta $3000). I am not very

anxious to retain the classes, though they have con-

veniences, but we should have bars every few years.

Say $4000 - 250

500 9000 || $12000. Above this I am inclined to think that

promotion should only take place as Class I appointments

fall vacant. The scale for these should be $12,500

to $16,000.

Police Probationers.

Sir E.Stubbs proposes

Probationers $3000

Passed do.

$3500 250 - 8000 = 500

to 11,000.

Captain Superintendent of Police (if not

a cadet) $12000 - 500 15000.

(the rate for Class I of the Cadet service)

He says that as Police Probationers are some

years younger than cadets, he would start on a lower

scale, but it will be noticed that the initial rate is

the same.

This seems undesirable and I would cut it

down in the case of Police Probationers to $2750. We

can accept the principle of continuous increments, and

the scale proposed, subject to the insertion of some

bars: say at $5500 and $8000.
