The British S.S."Amherst" was reported to this Office by the Macao Opium Superintendency as having shipped on the 17th May last 153,600 taels Boiled Opium to Chile, and in the Government Gazette she was entered as clearing for Honolulu, subsequently amended to Java, while she apparently proceeded to Hongkong.
It is difficult to procure any reliable information here, and, as the case may prove to be similar to the Opium Molasses fraud while you were kept informed about in 1916, I shall be extremely obliged for any informa- -tion you can supply me with. The "Amherst came into the Macao inner harbour, so this Office has no jurisdiction
whatever over the shipment.
