My Lord,

With reference to Your Lordship's Circular

Despatch of the 10th July, I have the honour to forward for

your consideration the enclosed copy of a letter which has been received from the Hongkong General Chamber of Commerce regard- -ing the definition of Colonial produce or manufactured

articles.

2.

The question is one of the greatest

importance to this Colony, as the products of practically all

ite industries, Sugar Refineries, Rope Manufactories, Dock-

-yards, and so on, do not come within the definition. I would

ask that, if possible, the qualification should be altered on

the lines suggested by the Chamber.
