My Lord,

I have the honour to acknowledge the receipt of Your Lordship's despatch No. 371 of the 25th July regarding an application from Mr. J. H. Cooper for the post of Superintendent of the Registration and Parcel

branch at the General Post Office, Hongkong.

The reply to the letter from the General

Post Office, London, (No. 127101/19 of the 10th July) a copy of which was enclosed in Your Lordship's despatch, should be that the salary of the post in question is £300 rising to £345 by triennial increments of £15; that the post is permanent and pensionable; and that in the event of his appointment to the post Mr. Cooper's former service under this Government would count for pension, any inter-

vening periode being reckoned as leave without pay, thus making his service in the General Post Office, London, and General Post Office, Hongkong, continuous.

It is understood that Mr. Cooper was severe-

ly wounded in the war, and it is, therefore, improbable that he will be able to satisfy in all respecte pre-war

conditions of medical fitness. The post which is now
