With reference to the concluding paragraph

of Mr. Long's Confidential Despatch of the 12th November, 1918,

I have the honour to forward for Your Lordship's consideration the enclosed copy of a bill designed to make illegal the giving of commissione by Solicitors in respect of business introduced a to put a stop to the practice of employing

touts.

This bill is based upon sections 13 and 36

of the Indian Legal Practitioners Ordinance, No. 18 of 1879.

I attach a copy of a letter received from the Chief Justice on the subject. It is undoubtedly the case that legislation on these lines will be strongly opposed by the Solicitors who, as stated in paragraph 5 of Sir Henry May's 6079 Confidential Despatch of the 8th February, 1918, get much

business through employing touts and paying commissions.
