satisfactory manner. The Director of Public Works reports that he cannot speak too highly of the manner in which Mr. Lowick has worked late and early in keeping the work of the office up to date. He has, during a period of very heavy pressure, done his utmost to expedite the work passing through his hands, and I am of the opinion that he deserves some special recognition.

Mr. Lowick proposes to take long leave in the spring of 1920, and I have therefore to recommend for Your Lordship's favourable consideration that he may be granted a special allowance of £100 per mensem from the 1st January, 1919, until such time as he takes leave, provided

that his duties continue on the same lines.
