A slight amendment in paragraph (d) of section 2 of Ordinance 2 of 1919 will set the matter right, namely the substitution of the words "a corporation under prohibited control" for the words "an enemy controlled corporation" in two places in the said paragraph (d), and the omission of the words "within the "meaning of paragraphs (a), (b) or (c) of this clause", and if it desired I will draft a short Amendment Bill accordingly; though I am very reluctant to amend an Ordinance drafted by

and Mr. Kemp in his absence, especially as his report to the Secretary of State seems to indicate that he deliberately refrained from following the model of the definition of the term "controlled corporation" which is contained in the "Trading

with the Enemy Act, 1918?

2. With regard to the Statutory Rules and Orders annexed, to the Board of Trade's letter of the 31st May, 1919, there is no provision in Ordinance 2 of 1919 corresponding with sub-section (4) of section 2 of 8 & 9 Geo. 5, c.31, and therefore we cannot pass any similar rule here; but I must add that in my opinion the rule simply restates what any ordinary person would understand to be included in banking business and is therefore of no practical
