authorities concerned, it is inevitable that it should differ in places from the text originally negotiated. The various authorities concerned have now again considered the
and have referred it to the Cabinet for their decision, with
the result that all the proposed alterations to the text are now withdrawn. It is, however, still desired that declara-
-tions be made, which should not be incorporated in the
Agreement, on the following three points:
1. It should be declared that the reference in the Agree-
ment to any non-Treaty Port upon the inland waterways
of the province of Kuangtung refers to porta on inland

waterways of Kuangtung province on which steam launches
have hitherto been permitted to ply.
2. It should be declared that Hongkong launches plying on
the inland waterways of Kuangtung province must act in
accordance with the Inland Waters Regulations.
3. It should be declared that Hongkong junks entering the
territorial waters of Kuangtung or the inland waterways
of that province shall observe all Chinese Regulations.
The Inspector of General of Customs has
already been instructed by the Shui Wu Ch'u to arrange with Your Excellency for the above provisions to be recorded in an exchange of notes at the time when the Agreement is signed
This Government proposes to appoint the
Inspector General of Customs to arrange with you a time for the signature of the Agreement by Your Excellency and himself, that the Agreement may come into operation without delay.
