With reference to Mr. Long's Despatch
No. 52 of the 20th. February, 1918, I have the honour to
bring to Your Lordship's notice a somewhat ambitious scheme
for founding a large educational establishment at Canton,
which is described in a letter from the Archdeacon of Hong-
-kong addressed to the Colonial Secretary of which I enclose
a copy.

This letter was written by Archdeacon
Barnett after several interviews and I took the opportunity
of Mr. J. V. Jamieson, Consul-General at Canton, going to
Peking to show him the letter with a request that he would
obtain the views of Sir John Jordan on the subject. On his
return about a fortnight ago Mr. Jamieson told me that Sir John Jordan was favourably impressed with the scheme, and though I have received no written confirmation of this I consider the matter of sufficient importance and urgency to
place my views before you.

The matter so far as it concerns this Colony and British prestige in South China may be considered an important piece of propaganda work, quite apart from its strictly educational side. Archdeacon and Ere. Barnett
