My Lord,
I have the honour to confirm my telegram of
the 12th Juns regarding the death by drowning of Inspector Albert Terrett of the Hongkong Police Force, which occurred on the 4th June in the following circumstances.

On the lat. July, 1918, Petty Officer Adams, R.N., in charge of the Royal Naval Canteen was murdered and one of the men suspected of being concerned in the murder, a former employé in the Canteen, had been seen and identified by certain members of the crew of H. M. 8."Robiz" while recently cruising on the East River at Ho Yuen. He was stated to be in the employ of the Asiatic Petroleum Company at Ho Yuen,

Owing to his special qualifications for the work Inspector Terrett was instructed to proceed to Ho Yuen on the East River with the necessary witnesses and an officer of the Canton Police Force to endeavour to trace the whereabouts of the suspected man, and it was while being towed up the river in a Chinese passage boat that he fell overboard in the middle of the night and was drowned. I sent Mr. Perdue, Assistant Superintendent of Police to Canton and he conducted a full enquiry in the matter, which leaves no doubt that the affair was a pure accident.
