This occurs most frequently in connection with
Waterworks. Owing to the development of a district, a main of larger diameter may have to be substituted for a smaller one or pumping-plant may become inadequate or obsolete and have to be replaced with new plant. The smaller main or the inadequate pump- -ing-plant may have been laid down 10 or 20 years earlier, but
the cost of it has been charged to one of the Votes which at that time made provision for capital expenditure on Water Works.

Another case which occurs from time to time is
the laying of a main in substitution for an existing main, in consequence of road improvements. When a road in which a water- -main exists is diverted or altered in level, the position of the
main bas to be diverted or altered accordingly. This cannot be
done by taking up the existing pipes and relaying them on the amended alignment as the adoption of such a course would, in most cases, involve the suspension of the water supply to a consider- -able district for a period of several weeks. A new main is therefore laid, the old pipes being subsequently recovered and returned to Store after being cleaned and coated.

In all such cases, as those referred to in the two preceding paragraphs, the Director of Public Works contends that the value of the pipes or other stores recovered should be credit- -ed to the Tote from which the superseding works are defrayed. He atates that, in framing estimates in such cases, it is the usual practice to allow for the value of the old materials to be re- -covered. He also points out that the cost of public improvement schemes will be unduly inflated unless the course which he advocates be adopted.
