Kemorandum on the subject of crediting Stores
recovered in connection with the ex-
-ecution of certain Public Works.

A difference of opinion has arisen between the Treasurer
and Auditor on the one hand and the Director of Public Works on
the other concerning the course to be followed in connection with
the return of certain surplus stores from the Tytan Tuk Water
Works. The Treasurer and Auditor hold that, in accordance with the
instructions contained in the Secretary of State's Despatch No. 232 of the 20th. July, 1912, and in a Kemorandum explaining the
method in which expenditure on Public Works Materials md Stores
should be estimated and accounted for, the stores in question must
be credited to *Stores Depreciation" Vote whilst the Director of
Public Works holds that, in order to produce a correct atatement
of the cost of the Water Works of the Colony, they should be
credited to the vote "Tytam Tuk Water Works Schame Second
Section". The value of the stores in question is considerable, approximately $22,000.

The following are the circumstances of the case.
In 1902, the necessity of largely extending the Water
Works for the supply of the City of Victoria and Hill District be-
-came apparent and, on the advice of the late Mr. Osbart Chadwick,
C.M.G., it we decided to develop, to the fullest possible extent,
the Tytem Valley, the upper levels of which had already been utilized for the storage of water. As the large scheme contemplated necessitated the carrying out of extensive preliminary and trial works and as the need for an increased water supply was urgent, it was decided to proceed with certain emergency works of a temporary nature and with a modified permanent scheme, the latter of which
would eventually be incorporated with the larger works contemplat-
-ed.
