the accounts. One of the advantages of this system
will be that it will put the actual control of the
schools into the hands of the Chinese of the
District where they are situated, and will ensure
local interest. In fact, the system approximates
to that of the Tung Wah Branch Hospitals, which have
been so successful.
Another development which I earnestly
hope to see embodied in next year's Estimates is the provision for a medical officer to be attached to
the Department.
For many years the British schools have been inspected every term by a Government doctor, with the result that a great improvement is notice-
-able in the health of the children,, particularly
in the state of their teeth. The Boarding schools
in receipt of a Grant are also required to submit regular reports showing that they have been medical- -ly inspected. But until last year nothing has
been done for the Government schools for Chinese.
An inspection has now been begun at Queen's College, and has show that more than one-third
of the boys are suffering from defective eye- -sight. Recommendations have been made for the following up of this preliminary inspection and for the provision of spectacles. I now beg to recommend that a medical officer, fully qualified
as an occulist be attached to the Department.
No words are required to emphasize the appalling state of things revealed by the inspection referred to. But I must point out that Chinese school-boys are expected to take home a great deal of night work. Chinese houses are as a
rule
