practical plan for doing so has yet been evolved, Thus the staff is expensive in proportion to the numbers; this is rendered necessary by the
number of the Classes. There are nine Class40
each at Kowloon and Victoria Schools, and five at
the Peak School. Six Assistant Mistresses are
needed at Kowloon School and Victoria School,
and the Peak School is sufficiently staffed.
This portion of the Estimates should then
appear as follows:-

VII. DEVELOPMENT OF THE PRESENT SCHOOL SYSTEM.
The Committee whose report is attached
recommended a reduction from 40 to 30 in the maximum
number
