III. FORM OF ESTIMATES.
For many years it has been the practice to
draw up the Estimates under the Headings of the
different schools. The reason was, I suppose,
that the Government or ratepayers might see at
a glance how each school is staffed, and what
it costs. As a matter of fact the system does
not truly fulfil this purpose because with a
total Staff of over 200 teachers, constant
