I have the honour to enclose a copy of
a memorandum prepared by the Director of Education in which
he advocates certain changes in the form of the Estimates
relating to his Department.
2.
I have kept the memorandum until the
report of the Commission on the Emoluments of the Public
Service was received and considered by me. I may etate,
however, that I agree generally with what Mr. Irving has
written, but that the matter of re-modelling our system of
education to meet the present needs of the Colony is of auch
importance that I prefer not to make recommendations before
the arrival of the Governor.

As regards School buildings there is
urgent need of a larger building on a new site in place of
the present Saiyingpun School and I am endeavouring to find
such a site. Wantsal School is also inadequate for the needs
of the Eastern District, and it will probably be necessary to
erect a new school in the Kowloon Peninsula.
4.
I should be glad to have Your Lordship's
approval by telegraph of the provision in the Estimates for
next year of twelve additional English Mistresses, and of a
