I have the honour to acknowledge the

receipt of and to thank Your Excellency for your letter (2274/19) of the 20th. March on the subject of a proposal

for utilising the British share of the Boxer Indemnity for

educational purposes in China.

I trust that in the event of such a pro-

-posal being adopted the claims of the University of Hongkong will not be overlooked. In the year 1913 His Majesty's Govern-

ment were opposed to such a use being made of the Boxer Indem- -nity, but I am inclined to think that the war will have caused

The a considerable change in the opinion then expressed. University is increasing its staff in all faculties to meet the growing demands made on it, and is providing for a Professor of Education in connection with the faculty of Arts to meet

the needs of the students from North China and Peking in

particular.

A sum which may amount to as much as $3,000,000 is required thoroughly to equip the University for the great work that lies before it, and an appeal for funds
