Harbour Office.

The post of Harbour Master is one

requiring great experience and tact. Besides the ordinary duties pertaining to such a post, it has been found con- -venient in this Colony to place under the Harbour Master certain duties connected with the Water Police, the Fire

Floats and the establishment on Signal Hill for the hoisting of the weather signals. I consider that the salary should be £900 rising by annual increments of £25 to £1,100. For the Assistant Harbour Master I recommend a salary of £600 rising ! by amual increments of £20 to £800. For the subordinate European staff I recommend the following rates of pay:-

Senior Boarding Officer £400 to £500 by £20 annually.

The post of European clerk in the

Mercantile Marine Office can be abolished as the present holder is retiring, and the post can be incorporated in the

clerical service.

For the Government Marine Surveyor I recommend a salary of £700 rising by annual increments of £20 to £800, for the First Assistant 2500 to £600 by £20 annually, and for the other junior Assistants £400 to £500

by £20 annually.

I agree with the classification and sale- -ries recommended by the Commissioners for the Lighthouse Keepers. When I came to this Colony I was surprised to find so many European Lighthouse Keepers employed, as there are none in the Straits Settlements where the lights are of equal. importance. I have since found that the local conditions, especially the prevalence of foge and the proximity to Chinese territory whence bands of pirates can raid the Lighthouses, make the presence of European Lighthouse Keepers desirable, though I consider that their number
