My Lord,

I have the honour to inform Your Lordship that owing to the labour involved in preparing the site and diverting Hospital Road, there will probably be a consider- able amount unspent this year under Item 5 on page 97 of the Estimates "Quarters for Scavenging Coolies" 100,000.

2. The quarters in question are designed to accommodate 192 men employed in the Central District of Victoria, but quarters are also required for the men employ- -ed in the Eastern and Western Districts. As it is very desirable to remove as soon as possible the matsheds in Staunton Street in the Centre of Victoria, where the coolies of the Central and Western Districts have been living since the Government took over the scavenging in the year 1911, I desire to proceed at once with the erection of a block of quarters for 144 men and 9 foremen in the Western District. I enclose sketch plans of a suitable building estimated to cost a sum of $105,000 including preparation of the site and the erection of a retaining wall.

The expenditure this year on the two build- ings may exceed the provision of £100,000, but in any case
