On the 10th, instant I had an interview lasting nearly two hours with the Military Governor, in the course of which I endeavoured by means of all the arguments of which I could
think, to induce His Excellency to return the Kwangli to Hongkong
with an apology, at the same time giving him a very plain hint thể
were he to do so, there was every probability that Your Excel- -lency's Government would, on being approached through me, return her and the other interned vessel a belonging to the
Provincial Government to Canton. His reply was that he was unable
to do so, as the provincial Navy would not give their assent to
such a proceeding and this morning he has addressed to me an official communication ignoring what actually happened and
reiterating his refusal.
In view of this uncompromising attitude I have the
honour accordingly to suggest that Your Excellency telegraph to
the Colonial Office, asking them to approach the Foreign Office
with a statement of the facts and a request that it be laid be-
-fore the Conference now sitting at Paris, with a view to having
excluded from the sittings all Chinese delegates, representing more particularly South China, until this grave breach of inter-
-national comity has bem atoned for.
Should Your Excellency decide to act on this
suggestion, will you be good enough to let me know immediately.
I will then inform the Tuchun, the Military Government and Mr.
La Yung Ting of what action has been taken, and point out what
grave consequences to their cause are likely to ensue.
