19. In relation to the evidence before us bearing on the claims of the officers of the Royal Observatory, we take the liberty of representing that in the interests of shipping it is desirable to affiliate the Royal Observatory with the Harbour Department, and that the former be placed under the supervision of the Harbour Master, who is responsible for the control of shipping in the Port.
20. In the course of the enquiry it was represented that with a view of securing| efficiency in the service promotions should be made on a report of a Board of Disciplin Whilst we are aware that machinery exists for removal of au officer on grounds of! general inefficiency, we consider some system which would secure, either that, promotion should ensue, or an increment be obtainable, only on the certificate of a Head of Depart- ment, is worthy of the consideration of the Government.
21. We recommend that our proposals as to emoluments should take effect from 1st January, 1919.
22. We desire to express our entire appreciation of the services rendered to the Commission by the Secretary, Mr. Bullock. His energy and resource have been
great service in the solution of the task which we have endeavoured to accomplish.

* In regard to the salaries of the Colonial Secretary and the Chief Justice it is considered that their positions require some subsidy by way of entertainment allowance, and the recommendations are based with such a subsidy in view. The salary attaching to the office of Chief Justice 188 formerly £2,500.
In the case of the present holders of the posts of Assessor of Rates and Superintendent of Accounts, Correspondence and Stores, Public Works Department, the personal allowances which they are now drawing to continue during their tenure of office.
It is suggested that the post of Official Receiver should be merged in the Registry of the Supreme
Court. This would reduce the European Staff by one.
