I enclose you copy letter from Bo wley with its
enclosure which speak for themselves, and I also enclose you a former draft of a letter proposed by Bowley on a previous accession when negotiations for a settlement were proceeding
which was very carefully considered by Sharp and myself and,
as altered in red ink, appeared to us to be perfectly
satisfactory.
You will see that the form now offered to all
intents and purposes is in accordance with Sharp's and my
al terations. I have shown it to Potter and he says he thinks
it meets the case very suitably. The latter of course will
have to be published in the overseas issues as well as in the
daily issues and I do not suppose there will be any objection
to this.
