On passing his Chinese examination he was attached to
the Sanitary Department and later attached to the Department
of the secretary for Chinese Affairs.
In February 1916 he was attached to the Past office and
on the 16th April 1917 he was appointed A ting Assistant
District Land officer for the Southern District of the New
Territories, The District Land Officer is Mr.orme she is in
char geof the Northern District of the New Terri to ries but
the Plaintiff is in no sense subordinate to Mr.orme or
subject to his jurisdiction. The position he fulfils was
created in 1905 though the title then was Assistant Land
officer.
His duties as officially supplied are as follows :-
(a) He is Palice Magistrate for his District and as
such as he has the powers conferred by the
Magistrate's ordinance No.3 of 1890.
(b) He has Civil Jurisdiction as Magistrate of the Small
Debts Court in nis District under the New Terri to ries
ordinance No. 34 of 1910.

Under the same Ordinance he is Land officer for his
District and in such capacity acts with the advice
in some matters of the Land Officer in Hong Kong.
(d) He is Collector of Land Revenue in his District.
(*) He acts generally as intermediary between the Govern-
ment and the Chinese population in his District,
(f) He has no concern with the policing of his District
which is entirely in the hands of the Police
Department.
The Plaintiff is well known in the Colony as a post,
Poems under his initiale "E.W.H." constantly appear in the
press and he has published two volumes of verge called "Gas
Attack" and the "Poot in Camp" mich are widely know in the
