(available for junior Naval officers.

The Governors of Ceylon and the Straits

Settlements have agreed in principle to this proposal. Lord Milner would suggest,

therefore, that supplementary regulations

should be issued in continuation of the

regulations forwarded in your letter of the

17th December last, providing that Naval officers

within the limit of age there laid down shall be

(61146/8)

eligible for appointment to Eastern cadetships notwithstanding

}

that they d not comply strictly with Regulation 6

Education), and that the Civil Service Commissioners Shall

in their cases apply such tests of general education as they may deem necessary.

4. Lord Milner would propose that, if a

sufficient number of suitable candidates comes

forward, Naval officers should be considered

of vacancies in any year while the system of

competitive examination is in abeyance.

5. I am to add that as the Governor of Hong Kong joes not consider Naval officers suitable for

Cadetships in that Colony, these Regulations should nly be applicable to the services of Caylen, the Straite Settlements and the Federated Malay States.
