and the leases seem to be renewed automatically on a renewed payment of the premium: that is, for annual leases, the rent is actually the total of the premium and the rent per annum.

If therefore the Government added to all renewals
and new leases on the Kowloon side (and the Hongkong side too,
for that matter) a clause forbidding ferry work, and arranged by legislation and/or compensation that the same section should apply to existing long leases on the Yaumati side: reserved and built the five wharves referred to (Jubilee Street, Western Market, Eastern Street on the Hongkong side, and Public Square Street and Waterloo Road in Yeumati): and let by tender the right to use these wharves for ferry work: the desired end would seem to be attainable without further compensation, and without any unfair interference with the other wharves on the Hongkong side held on longer leases. The figures already given show that the revenue, even under stricter Government conditions, would justify the extra expenditure on new construction, even if the extra expenditure had to include some compensation.

The ferry to Sham Shui Po, which is run separate- ly, should be included in the scheme if it is to be further considered, This business is owned by Yau Shui Chi and Chi Wo, both of whom are in the Yaumati ring: between the Lun Cheung wharf and the only wharf in Sham Shui Po. The Lun Cheung wherf is held by Tau Shui Chi on a long lease: a single premium of $6,000 and a monthly rent of £25: it like the Leung Wing
(Hillier Street) wharf is not employed for the "Sole use" of a ferry. The Sham Shui Po wharf is let as a Government charity to the Kai Fong of Sham Shui Po, represented by Yau Shui Chi; the Government rent appears to be 890 per anmm, and it is sublet to the two launches plying at $25 each per month. The difference goes to the Sham Shui Pe Dispensary and other local funds: and this charitable subscription is a little increased by the letting of the hawking rights on the pier.
