hereby tender and undertake to establish and maintain the ferry services notified in Government Notification No.......of 191 for the monthly rent of $........ and to comply with and be bound by the terms of the said Notification and the Regulations made by the Governor in Council under the Ferries Ordinance, 1917.

We have the honour to refer you to our letter of the 23rd October 1916 to which no reply has yet been given.

Our clients submitted in that letter (par. 12), that they should in all fairness be offered the opportunity of continuing the ferry service under any proposed new conditions before applications from strangers were entertained.

This submission the Government has not dealt with and it has now published a proposed Bill and Regulations calling for tenders for a licence for the ferry service our clients
If this course have been so long engaged in carrying on,
is pursued it is calculated to result in the ferry service being taken away from our clients under circumstances of
great injustice.
4. We are instructed to state that our clients are quite willing to comply with the proposed regulations governing the ferry service subject to such modifications as the Government will agree to.

It is stated, amongst the objects and reasons of the proposed bill, that "the main obiect is not revenue". being so, no adequate reason exists for putting the service up to tender if the Government and our clients can agree upon the monthly rent. As the principle of such rent would be the securing of a fair and proper rental and not the extraction of the highest amount possible reasons - our clients can see no reason why they should not arrive at an agreement with the Government on the subject.
