The present state of hostilities has rendered the employ-
ment of the remaining launches owned by our clients not
employed in the service extremely precarious and if the 16
launches employed in the service are additionally thrown on
their hands, the ferry service being lost to them, it will be
very difficult until hostilities cease to find employment
for them.
12. Our clients understand the Government contemplate impos-
ing fresh conditions as to the carrying on of this ferry
service and possibly of other ferry services as well and of
granting the privilege of the service for a term of years.
Our cliente are quite prepared to comply with any fresh
conditions the Government may think fit to impose. They
would submit that, in view of the fact that they have
originated and been solely engaged in the service for a long
number of years, they should, in all fairness be offered the
opportunity of continuing it under the new conditions before
applications from strangers are entertained. To invite
strangers to compete for the opportunity of carrying on the
service now carried on by our clients whereby they may be
ousted therefrom when they themselves are quite willing to
comply with the Govemment's conditions appears to them to
be unjust. In their view the refusal of carrying on the
services ought undeniably to be given to them.
13. Our clients will be glad to learn at as early a date as
possible what the new conditions are which the Government
propose to institute so that they can take the appropriate steps to make the necessary preparations to put themselves
in a position to be sure of fulfilling them if their appli-
cation is favourably received. They quite understand that
such conditions may embrace running the Yaumati service from
