That your Petitioners had always, and often at
considerable expense, acquiesced in and carried
out the suggestions of the Harbour Master for the
improvement of the service.
(1) That it was acknowledged on all sides and particu-
larly by the Honourable kr.Holyoak and the Honour-
able Mr.Shewan that your Petitioners deserved
consideration and preferential treatment.

That it was expressly stated by the Government
that the object of the Bill to regulate the Ferries
was not to produce revenue.
That your Petitioners offered to comply with any
conditions the Goverment thought fit to impose and
to pay any rent the Government deemed reasonable.
That the tender of your Petitioners was based on
their long experience of the receipts from the
Ferries and fixed at an amount beyond which a
reasonable return on the capital invested could
not be hoped for unless fares were, to the prejudice
of the public, to be increased,

(n) That the tender which was accepted was of double
the monthly rent offered by your Petitioners in
spite of the announcement that the object of the
Bill was not to secure revenue; that the successful
tenderers, save for conducting a Ferry Service to
Samshuipo with one single launch for a period of
two years had had no previous experience in con- ducting the Ferry Service concerned or any others
and their suitability and capacity to do so were
quite unimom factors and that, in view of these
facts and of the fact that no complaints existed
