incur a capital expenditure of upwards of $600,000.
(e) That in order to be sure of maintaining such
service in accordance with the public demand your
Petitioners had to provide a greater number of
launches than were actually needed at any moment
to carry on the service in order to provide reserve
launches against the contingencies of accident and
repair.
(f) That since the commencement of the war in 1914
and the consequent diminution in shipping using
the harbour and in the movement of cargo therein
the facilities for employing such reserve launches
were greatly lessened and the earnings of your
Petitioners were lessened with them.
(g) That the Government selected a time to bring its
scheme for the control of the Ferries into force

whereby they have been taken out of our clients' hands when, owing to the conditions arising out of the war the hardship entailed by the loss of
the service was greatly accentuated and the opportunity of employment of the launches thrown
Your on their hands was infinitely curtailed. Petitioners can perceive no object in bringing the scheme into force at such a time, particularly in view of the short term of the concession and the
fact that it had to be carried on by existing launches it being impossible to build new ones. (h) That no complaint whatever existed against your Petitioners as regards their method of carrying on the service or otherwise.
