I have the honour to transmit a petition addressed to Your Lordship by the Tai Yan Steam Launch Company of Victoria in which they claim compensation for the loss they have suffered owing to the service being awarded to others without any adequate reasons being vouchsafed therefor.

The question of dealing with the various ferries in the Colony was raised in the year 1913 by the

Secretary for Chinese Affairs in a Memorandum of which I enclose a copy. Sir Henry May appointed a Committee to consi- -der the subject and I enclose a copy of the report as a consequence of which the Ferries Ordinance, 1917, was passed.

The regulations under this Ordinance were considered by a special Committee and the petitioners had an opportunity of appearing before the Committee and urging their claims to preferential treatment. As a result it was decided that the only fair method of proceeding was to put up the right to run the ferries to public tender, and I enclose a copy of the notice calling for tenders.

The successful tenderers were the Kau Lung Sze Youk Kai Fong Ferry Company, Limited, who are largely interested in the development of Shamshuipo. Their tender was 89,900.00 a month, while that of the petitioners was $4,850 a month.
