I have the honour to report that in the early part of 1917, Messrs. Butterfield and Swire applied to this Government for the lease of a small area of seabed as shown in red on the enclosed plan marked A adjoining Quarry Bay Marine Lots Nos. 1 and 2, for the purpose of constructing one or more additional shipbuilding berths. The former of
these two lots was at the time under lense to the Taikoo
Sugar Refining Company and the latter to the Taikoo Dockyard and Engineering Company, Messrs. Butterfield and Swire being the General Agents for both Companies. The small Breakwater
which appears on the plan has also been held on annual permit
since 1905 by the same firm, and has been used as a shelter
for some of their small craft.

The area applied for, being situated on
the seawardside of a Marine Lot, could not possibly have been put up to public auction, and since both the Marine Lots referred to are held on 999 year leases, the following conditions were laid before the Company:-
(a). Term of lease 999 years commencing from 2nd.
February, 1882, (date of commencement of lense of Quarry Bay Marine Lot 1),
