I have thought it well to give my views
on this subject at this juncture as Mr. Stubbs is proceeding to England and Your Lordship may wish to discuss the matter with him. I should be glad if your decision could be conveyed by telegraph as in the event of your approving the proposals it would be desirable to send home the necessary plans and
sections as soon as possible.
I have the honour to be,
My Lord,
Your Lordship's most obedient,
humble servant,
Aduskvom
Officer Administering the Goverment.
