specially exempted by the Director, it should include instruction in the Chinese written language for at least six hours a week.

No Chinese boy failing to pass a qualifying entrance examination in the Chinese written language based on a two years' course of study, may be admitted without special reference to the Director.

38. Infant Classes and Standards will be recognized only if they partake of the nature of “Kindergarten "', and are suitably equipped and taught as such.

39. The Course of Study with an analysis thereof showing the number of hours given weekly to each subject, and the Time Table of each Class or Standard must be framed and hung up in each class-room.

40. In Lower (rade Vernacular Schools a three years' course of study will be considered sufficient.

CHAPTER VIII.

General Conditions.

41. No pupil may be refused admission on other than reasonable grounds.

42. The income must be applied solely to the purposes of the school.

43. In the case of English Schools, new pupils may not be ad- mitted to Classes 8, 7 and 6, if they are over the ages of 14, 15 and 16 years respectively, without special reference to the Director.

CHAPTER IX.

Nature, Amount and Assessment of Grants.

44. The Annual Grant is made up of the several Grants enumerated in the following Articles.

Note (i.) In the case of Capitation Grants the sum mentioned is the amount of a year's Grant for each pupil, reckoning by the Average Atten- dance.

Note (ii.) A fraction of an Attendance, if it exceeds 5. may be counted as an

additional Attendance,

45. The following Capitation Grants Schools:-

A.--A Capitation Grant of $24, $22 or $20 for each pupil in Capitation

the Higher Classes; of $20, $18 or $16 for each pupil in the Remove Classes; and of $16, $14 or $12 for each pupil in the Lower and Infant Ciasses, reckoning in each case by the Average Attendance.

Local Grants.

B.-A Grant of $60 will be given for each pupil in Class 1 Matriculation

presented for the Hongkong University Matriculation and Senior or Senior Local Examination held in July each year. C.-A Grant of $30 will be given for each pupil in Class 2 Junior Local

presented for the Hongkong University Junior Local Examination held in July each year.

D.-An additional Grant of $100 will be given for each pupil Honours

E. The grants enumerated under sub-heads B and C will also be paid for pupils who through sickness or other good cause to the satisfaction of the Director are unavoidably absent from examination.

F-Any fees paid to the University by Candidates for the Refund of

examinations specified in Article 36 will be refunded

by the Government.

46. The Senior Local and Honours Grants will be given in respect

of such pupils only as shall have been in attendance at the school claiming the Grant for at least three years inmediately preceding the date of the examination, and the Junior Local Grant will be given in respect of such pupils only as shall have been in attendance at the school claiming the Grant for at least two years immediately preceding the date of examination, provided that it shall be lawful for the Director to waive the conditions contained in this Article in exceptional cases.

47. The following Grants are made to Vernacular Schools :—

AA Capitation Grant of $11, $9 or $7 to Upper Grade

Vernacular Schools;

B.-A Capitation Grant of $5, $4 or $3 to Lower (irade
