1.
I have examined the accompanying Ordinance intituled
An Ordinance to restrict temporarily the persons who may engage in
business connected with certain non-ferrous metals and metallic ores,
and I am
of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
2.
This Ordinance is based on the Non-Ferrous Metal Industry Act,
1918, 7 and 8 Geo. 5, c. 67.
3.
The First Schedule to the Ordinance departs from the First
Schedule to the Act in the following points, which are more or less
formal;-

(a) The term "prohibited person" has been adopted instead of the term
"enemy", as the Ordinance is intended to continue in operation after
the term nation of the war, and the former term has been limited to natural
persons.
