I have examined the accompanying Ordinance intituled
An Ordinance to prohibit the carrying on of banking business for the
benefit of or under the control of certain persons,

and I ani
of opinion that the Ordinance is one which is not contrary to the
Governor's Instructions.
This Ordinance is based on section 2 of the Trading with the Enemy (Amendment) Act, 1918, 8 and 9 Geo. 5, c.31, a copy of which was enclosed in the Secretary of State's circular despatch of the 23rd September,1918.
3.
The terma "coporation under prohibited control" and "prohibited person" have been adopted instead of the term "enemy controlled corpora- tion" and "enemy subject". This has been done because the Ordinance will presumably continue in force for at least five years after the ter- mination of the war,
