I have the honour to transmit a letter
addressed to Your Lordship by the Secretary and Manager of
the Hongkong Tramway Company Limited in which he urges that
special consideration should be given to the claims of the
Company to extend their system to Kowloon.

I am addressing you on the subject of
transport facilities in the Kowloon Peninsula in a separate
Despatch, and I need only remark in connection with Mr.
Roberts' letter that the Company has no claim of any kind to
be granted facilities for operating tramways or other public
vehicular services in Kowloon.
3.
With regard to paragraphs 15 and 16 of the letter I may remark that I have no intention of singling out the Tramway Company in the manner suggested, and I strong- -ly oppose the contention that the public utility services of the Colony are carried on with advantage to the public.
