REU 26

GOVERNMENT HOUSE,

HONGKONG. 27th. February, 1919.

303.82/16.

My Lord,

With reference to Sir F. H. May's Despatch

Confidential of the 12th. May, 1916, I have the honour to

inform Your Lordship that Mr. F. C. Jenkin, C.B.E., Deputy

Superintendent of Police (Reserve) recently submitted through the Captain Superintendent of Police the enclosed form of

Certificate which he suggested might be issued to Members of

the Police Reserve, when the time arrives for them to be

released from duty.

2.

The Captain Superintendent of Police

considers the suggestion a good one provided the services

rendered are faithfully recorded, and I concur with him. It is proposed that the Governor's name should be printed on the Certificates, but I am inclined to think that it would be

better to omit the Governor's name altogether and insert the

words "By Order".

3.

The matter is, however, one on which I

should like to have your instructions and I, therefore,

submit it for your consideration.

HE RIGHT HONOURABLE

I have the honour to be, My Lord,

Your Lordship's most obedient,

humble servant,

Officer Administering the Government.

VISCOUNT MILNER, G.C.B.,
