The Board of Trade and Ministry of Munitions have just told us that they see no objection to the Dominions removing export restrictions on these articles and, if we telegraph accordingly to the Dominions, I should propose to send a Circular to all Colonies saying that these materials also may be put
on list 'C'.

Silver.
The Officer Administering the Government does not allude to silver in his despatch, but the memorandum suggests that shipments of Chinese silver
should not be interfered with. I do not feel
sufficiently conversant with the subject to express
an opinion on this point, but I presume that we
should accept the opinion in the memorandum.

Tallow
As we have told the Dominions (who are,
of course most concerned as exporters of tallow)

that they need not restrict exports except to list
"C" countries, we might as well tell the Governor
of Hong Kong the same.
(1) Wool.
There is really no reason why Hong
Kong should not put wool on to list 'C', and in any
case there is no need to prohibit the exportation of
camels hairwhich is on our Free List.
I think that before replying to this despatch we had better have the Board of Trade reply to the letter on 28699, and we can then send a reply
to this despatch on the lines indicated above. (Of
course it is quite possible that there may be

very long, but I should doubt whether these would
particularly affect the articles mentioned in our
Circular telegram of the 7th of January, since in most
cases the reason for continuing restrictions on these
articles is not any question of blockade policy but
simply a question of shortage of supplies, so that the
entire removal of the blockade, if this should take
place, would not really affect these articles.)
