With reference to Sir Henry May's telegram

of the 25th February, 1918, and subsequent telegrams refer- ring to the cargo discharged ex S. 8. "Tokuyama Maru", which was detained in the Colony in February, 1918, at the request of His Majesty's Ambassador, Tokyo, I have the honour to submit herewith a statement of expenditure incur- red in this connection to the end of 1918, together with covering vouchers for payment.

Such portion of the cargo as consisted of explosives was at first taken in charge by the Military Authorities, and stored in the Military Magazines, but,

as reported in Sir Henry May's telegram of the 10th May,

1918, the requirements of the Military Authorities made it

imperative that other storage should be found. The Colonial

Government accordingly arranged for the lease of a remote

warehouse, known as Rennie's Mills, and the explosives were

removed to this place in June, 1918.

The remainder of the cargo, consisting of

Railway material was landed and stored in the Honghong and Kowloon Wharf and Godom Company's premises until other arrangements could be made. It was found possible in September and October to remove a large quantity of this material for storage on land belonging to the Kowloon
