increasing the number of their representatives, so as to

make it more commensurate with their position in the Colony.

It is true that, according to the fourth Resolution to be

submitted by the Constitutional Reform Association, the

Chinese are eligible for election by the three bodies named

therein; but in none of these bodies is the number of the

Chinese large enough to permit of one of them being returned.

I am further asked to say that in making

this representation to the Government, the Chinese have not

been actuated by a desire to baulk any legitimate aspiration

of the other sections of the Community towards an extension

of their civic rights, but they certainly do feel that as

a part of that Community, their interests are entitled to

equal consideration.

In conclusion, I am to affirm, on behalf

of the entire Chinese Community, their unswerving loyalty to

the Crown and the Empire.
