My Lord,

I have the honour to submit for Your

Lordship's consideration a scheme put forward by the Secreta-

-ry for Chinese Affairs whereby the grant now made from the

Colonial Funds for the support of local Chinese Charities may

be increased during this year and in subsequent years.

The principal local Chinese Charities of

which the Government takes direct cognizance are four: - The

Tung Wa Hospital, the Kwong Wa Hospital, the Chinese Public Dispensaries, and the Po Leung Kuk.

(a).

The Tung Wa Hospital was established as a Hospital in 1870. It has from the beginning received Govern- -ment support, and has gained the confidence of the Communi- -ty, while the members of its Committee have become the recognised representatives of the Chinese in all non-politic- -al matters. Its work has grown far beyond simple Hospital work, and its reputation extends beyond the limits of the Colony: so that at present the Committee has to undertake a very wide range of duties, from dealing with Flood Relief in China to the care and repatriation of destitute returned emigrants and the burial of destitute dead. All the expense of this work with the exception of an annual Goverment grant of $8,000 is met by voluntary contributions or en- -dowments which represent savings on such contributions,
