In enclosing herewith $10.-, the fee for the
renewal of the accompanying private jinricksha licence, I beg leave to point out to you that it is mutually agreed in the
Consular Conventions ɗ most countries that their respective
Consules Kissi shall be exempted from the payment of direct taxes.
In the Netherlands no Consules Missi are required to pay such
taxes and although I have occupied various consular positions in
British Possessions Hongkong is the first place where such pay-
-ment appears to be expected.
I therefore take the liberty to enquire whether
Hongkong is an exception to the said general rule and if, as I presume, this should not be the case, to request that I be exempt- -ed from the payment of this and similar taxes.
