I have the honour to address you on the subject

of my prospects in the Colonial Service, with a view to

promotion.

2. I joined the Colonial Service in 1899 as

Assistant Harbour Master at Hongkong, was promoted to

Barbour Master in 1907, and still hold that appointment,

in which I have now been on the maximum rate of salary

for close on six years. There is no prospect of any

promotion for me in the branch in which I bave been, and

am, employed, where, I think, my record will be found to

show good service.

3. Under these circumstances, I submit that I

have earned promotion, more especially as I bave been

recommended for an Administratorship by each successive

Governor
