The latest conf. report on Mr. W. is just below this
sheet. We cannot accept it fully, yet we can scarcely
disregard it entirely (though I think it is actuated by
bias). I see that Mr. W. has been acting as A.D.C. to
the Gov.
We tried to give :Mr. W. a chance of fair play
by offering him the post of Ch. Pol. Off. Singapore:-
but, see 33918/13,he foolishly declined it, not rea-
lizing that it would probably lead to the appt. of Insp.
Gen.
I think we had better register this letter from Mr.
Stubbs and bring up when we get the:Gov.'s re commen-
dations for the post of Capt. Sup.
