I am instructed by the Minister of National Service to inform you that particulars have been passed to this Ministry by the War Office of an ex-officer who was recently dismissed the service by sentence of General Court Martial and who would appear to be liable for service under the Military Service (No.2.) Act 1918.
I am to state that this ex-officer, namely, Mr.Richard Carrington Barlow, formerly Temporary Lieutenant No.3. (Reserve) Battalion, Machine Gun Corps, is described as having been employed prior to being granted a Commission, in the Education Department, Hong Kong, and his present address is given as Ashton's Hotel, 126 Praed Street, Paddington, T. 2, and C/o The Crown Agents for the Colonies.
In view of the fact that arrangements have been made by which a person claiming to be ord inarily resident in His Majesty's Dominions abroad can obtain a certificate from the High Commission- er for the Self Governing Dominion stating that the man falls within the exceptions to the Military Service (No.2) Act 1918, Schedule one, I am to ask whether any such certificate has been issued to this gentleman or whether you can furnish Sir Auckland Geddes with any information which may assist him in deciding upon the question of Mr.Farlow's liability under the Military Service Act, and at the same time I am to say that Sir Auckland would be glad to have any other information which may be in your possession which may facilitate any enquiries which may he instituted,
