Res 30 MAY 18 to your letter16067/1918 of the 12th April, losing Copy

of two dispatches from the Governor of Hong Yong concerning

the supply of Chinese wolfram. With reference to the

Governor's statement to the effct that the existing re-

strictions on shipments of wolfrun om Hong Kong tend to

divert shipments to other ports, where no restrictions exist,

I am to state, for the information of the Secretary of State

for the Colonies, that it is hoped that arrangements may

ultimately be rude wit the United States Government concerni

the regulation of inperts of wolfram into the United States, which will do away with any advantages which at present other

ports Lag enjoy over Hong Kong. If the United States import

-regulations were made effective, the question of Japansse

competition would cease to be of importance as the cre is

not required in Japan, and, 90 far as Mr. Churchill is aware
