glad however if the Secretary of State would consider
whether in view of the general conditions of employment
of the staff of the Agencies, any technical objection
to their contributions could not be waived so that they may
have the benefit of the Fund.
If the course suggested is found to be practicable
Mr. Secretary Long will no doubt communicate with the
Governor of Hong Kong on the subject.

With reference to your letter of the 10th of May last No. 553/17, and to your telegram of the 5th instant,
I am directed by the Postmaster General to inform you that the question is under consideration of the payment of
a compassionate grant to the family of the late Mr. Tong Ching Shing, 4th Grade Clerk at the Shanghai Post Office.
It has doubtless not been overlooked that members of
the Staff of the Agencies who have been appointed since
the transfer and who have now been given the status of
members of the Hong Kong Civil Service will be liable to
contribute to the Widows' and Orphans Pension Fund of the
Colony.
He would be glad if you would consider whether it
would be possible to devise any scheme under which they
would receive the same benefits as if they had been
contributors from the date of their appointment.
