With reference to your letter of the 28th of February
You last, No. 9423, transmitting a copy of a telegram from the
Governor of Hong Kong regarding an Anglo-Chinese Customs
Agreement, I am directed by the Postmaster General to acquaint
you, for the information of the Secretary of State, that,
while generally speaking there would be an objection to
British ships being bound to carry foreign mails free of
charge, in the present instance the matter does not appear
to be of sufficient importance to make it necessary, so far as
the Post Office is concerned, to enter any protest against the
clause about free conveyance of Mails by steam launches which
it is proposed to insert in the Agreement.
